Bappenas Signs Strategic Partnership to Strengthen Sustainable Development in Indonesia
Jakarta, 27 April 2026 – The Ministry of National Development Planning/Bappenas of the Government of Indonesia and the Impact Investment Exchange (IIX) officially signed two cooperation documents at the Bappenas Building in Jakarta on Monday (April 27). The two documents are a Memorandum of Understanding and a Cooperation Agreement, to establish a Partnership for Strengthening the Sustainable Development Ecosystem and Resource Synergy to Support the Development of Women’s Entrepreneurship through the SDGs Entrepreneurial Center.

The partnership institutionalizes long-term collaboration to support development targets in Indonesia, particularly those related to gender equality and climate change mitigation, in line with the National Long-Term Development Plan 2025–2045, the National Medium-Term Development Plan 2025–2029, and the Sustainable Development Goals (SDGs). Its implementation aims to establish a framework to mobilize funding, strengthen ecosystems, and scale up impact-driven businesses, especially micro, small, and medium enterprises (MSMEs) led by or benefiting women.
“This partnership with IIX is highly strategic in strengthening collaboration to transform impact investment models into more inclusive and sustainable ones. The focus on expanding access to financing for MSMEs and vulnerable groups through SDGs Entrepreneurial Centers is expected to accelerate the achievement of the SDGs and reinforce the foundation for realizing Golden Indonesia 2045,” said the Minister of National Development Planning/Head of Bappenas, Rachmat Pambudy, in his remarks.
On the same occasion, IIX CEO Durreen Shahnaz expressed appreciation for Indonesia’s leadership in the ASEAN region: “Indonesia is positioning itself as a sustainable finance pioneer and a leader for ASEAN. Formalizing our collaboration with Bappenas marks a pivotal moment in strengthening Indonesia’s SDG agenda through the Orange Movement™ to close the financing gap for MSMEs. By connecting capital with purpose and markets with participation, we are creating a complete value chain for inclusive growth that reaches the last mile.”
The development of this partnership between Bappenas and IIX also promotes multi-stakeholder collaboration to close the SDGs financing gap and serves as a model for governments and impact organizations globally in designing financing solutions for high-potential enterprises ready to scale. This multi-stakeholder contribution is demonstrated through support from Global Affairs Canada (GAC) through the Impact Investment Readiness in Indonesia (IIRI) Program implemented by IIX in Indonesia. This partnership strengthens Indonesia’s position as a regional and global leader in inclusive, innovative financing.
