Indonesia Pushes for US$10 Billion Financing Mobilization at Orange Forum 2025
The goal of mobilizing US$10 billion in global financing by 2030 took center stage at Orange Forum 2025 in Jakarta on November 17, 2025. The substantial funding target aims to empower 100 million women, girls, and gender minorities while helping close the trillion-dollar SDG financing gap, with Indonesia positioning itself as a key driver of this global initiative
Orange Forum 2025 is organized by Impact Investment Exchange (IIX) in collaboration with the Indonesia Stock Exchange (IDX), the Ministry of National Development Planning/Bappenas, and Australia’s Department of Foreign Affairs and Trade (DFAT). The forum brought together more than 300 institutional investors, policymakers, regulators, and civil society leaders to discuss strategies for channeling private capital at scale. Participants highlighted that financial innovation and cross-sector collaboration are essential for accelerating sustainable development financing.
“The Orange Movement proves that market-based solutions can help close the SDG financing gap,” said Durreen Shahnaz. “By recognizing women as multipliers, we demonstrate how building an inclusive capital market can drive true climate justice, a just transition, and equitable economic growth.”
During the forum, PT Permodalan Nasional Madani (PNM) issued US$980 million in Orange Bonds and Orange Sukuk, reinforcing Indonesia’s global leadership while contributing to the US$10 billion mobilization target. Orange Capital instruments—encompassing bonds, sukuk, loans, and guarantees—place gender equality and climate action at their core. Each instrument includes rigorous impact measurement to prevent impact-washing.
Bappenas Deputy for Food, Natural Resources, and the Environment Leonardo Teguh Sambodo emphasized that Orange Bonds go beyond conventional sustainable bonds, integrating social and environmental impact with higher transparency standards. “We see this as a powerful mechanism to accelerate global SDG progress and strengthen developing countries’ leadership in sustainable finance,” he said. “Indonesia’s leadership—with 62 percent of SDG indicators on track and over US$10 billion mobilized through thematic bonds and sukuk—shows what becomes possible when women and underserved communities are placed at the center as equal partners.”
Similarly, IDX Director of Listing I Gede Nyoman Yetna noted that Orange Forum 2025 reaffirms Indonesia’s position in global sustainable finance. “The forum reflects IDX’s commitment to equipping capital market participants to lead climate-smart, gender-smart investments, building a new generation of investors who view equality as a driver of growth,” he said.
More than just a conference, Orange Forum 2025 serves as an action-oriented platform that brings together institutional investors, policymakers, regulators, multilateral organizations, corporations, civil society, and data specialists to co-create solutions. This ecosystem-building approach integrates regulatory frameworks, market infrastructure, legal institutions, data systems, and capital mobilization.
The 2025 forum also places the Orange Movement— with Indonesia as one of its leaders and catalysts—at the forefront of the global sustainable finance transformation.
